On October 30, 2000, I ordered by phone & received window blinds from
Americal Blinds & Wallpaper Factory, ABWF (now Decorate Today). I never
received a bill and contacted ABWF in early January and they gave me
Household Bank Services (HRS USA) telephone number.

I called HRS and
was told that my bill had been returned undeliverable. I asked for the
entire amount due, $631.28, and was given an Anaheim, CA address to send
to, which I sent the entire payment to on January 22. On February 27,
2001, I received another bill from HRS for $631.28 plus a big finance
charge.

I called HRS immediately and was told that their billing
address had changed to Industry City, CA and was told to fax the
canceled check, which was cashed on 2-2-01 by HRS USA at the LaSalle
Bank in Illinois. I faxed the canceled check with a letter and was told
that the Correspondence department could take 60-90 days to investigate
the billing dispute.

On May 25, 2001, I contacted Unit Manager
Charlotte Haley at HRS & she told me that my bank, Matanuska Valley
Federal Credit Union (MVFCU) would have to do a trace on the check,
which they did and which turned up the same facts --- HRS USA cashed the
check on 2-2-01 at the LaSalle Bank in Illinois.

I spoke again with Charlotte Haley on July 23, 2001 and she again
asked me to fax the canceled check & she would "rectify" my account. I
again faxed her the canceled check on July 24, 2001 and have left many
voice mail messages for her and have not heard back. The amount due
still appears outstanding when checking the balance over the phone & I
received yet another bill today with another finance charge.

Ironically, I order some more blinds from ABWF in March and paid in
full the $321.29 to HRS USA and that was billed correctly, but they will
not acknowledge this earlier payment.
In the past week, I have filed a complaint with the Chicago Better
Business Bureau, the Federal Trade Commission and First American
Credco. I may still file BBB complaints with Wilmington, Delaware,
Industry City, CA and with HRS's Florida location.

Please let me know if something is being done to investigate this
company and what I can do to help. It's frustrating that a company can
get away with ripping people off like this!
