Did not OPT IN, Still gets over limit fees

This is the second month I received a 39 dollar overlimit charge on my
account. I had REQUESTED several times NOT TO HAVE OVERLIMIT
PRIVILEGES ON MY ACCOUNT.

No large charges were ever let through until last month when they
let through 39 dollars in charges in order to charge me 39 dollars.

I again stated I wanted NO OVER LIMIT PRIVILEGES. I tried to ensure
there were no charges outstanding by transferring all the charge
to my debit card.

This month Discovery (HSBC) let through ANOTHER 39 dollars in order
to charge me 39 dollars over limit fee.

I am a senior citizen and I monitor my cards. I have very limited income
and I cannot accept these fee.

I called and tried to get the 39 dollar fee removed because the law
has changed and I shouldnt be charged these fees because I have not
opted in. I was met with resistence and the EMPLOYEES SEEM TO BE IN
CONSPIRACY TO KEEP THOSE CHARGES ON MY ACCOUNT.

I Closed the account and told them I would dispute this charge. The so called account manager tried to not close my account
telling me it would HURT me. I told him to close it anyway.
